Policies
In this transitional year, we are embarking on a thorough needs analysis across the new Hub geography and are spending much time talking and listening to our vital stakeholders. To meet the conditions of our funders, ACE, in this first year we have drafted various strategies and policies as a starting point for collaborative development with our Hub Board, young people, delivery partners, schools and parents as we go forward.
Commissioning Policy
Full details of the GSW Music Hub's Commissioning Policy will be published on here once it has been signed off by Gloucestershire County Council. Please see below for the outline of the proposed policy.
The commissioning policy will:
• clearly outline how partners and services will be appointed and secured by the
HLO, and overseen by the Hub board
• set out the Hub board’s role in approving and reviewing this policy, at least
annually
• ensure an appropriate range of partners are commissioned/procured to
support and deliver the Hub's programme of activity and strategic functions
• set out how budget and activity proposals from partners will be reviewed to
ensure they demonstrate value for money and adhere to the requirements and
exclusions set out the partnership agreements and ACEs Terms and Conditions
• set out how quality and performance will be monitored, and how funding will be
distributed and monitored to support the delivery of the Hub’s LPME
• include how opportunities to join the partnership and/or deliver Hub activity will
be promoted to ensure the Hub evolves in response to the developing needs
and context of the Hub area
• make clear that the HLO and Consortium Executive Team Members will also need to be commissioned via this policy if it plans to deliver some of the programme of activity within the Hub area
Promoting partnership opportunities
GSW Music Hub welcomes partnerships with individuals and organisations delivering music education to young people within the geographical area (Gloucestershire, Swindon and Wiltshire). The foundation of any partnership is a shared commitment to positively impact children and young people's lives through music. We will be sharing the process for how existing delivery partners, and any prospective partners, can be part of this partnership on this page when the full details are published in due course.
